DESCRIPTION	Delete a report.

NOTES	The report ID number, which is required to delete a report, is obtained with the GET REPORTS command. A report can be deleted by the submitting reporter up until the end of the day following the report date. Thereafter, the report can be deleted only by the webmaster.
