DESCRIPTION	Add, delete, or modify bird observation expectations for a birding site.

NOTES	Editors can set expectations for their own birding sites only. To remove a bird from the expectations list, place a minus sign before the bird's name. The site parameter is not required if submitter serves as editor for just one birding site.
